The needs analysis framework alone has been used to close skill gaps across seven distinct role families. Every Bloom's-aligned objective format, every Kirkpatrick Level 3 survey, exists because the generic version failed. Unlike a generic content assistant, Catalyst never writes learning objectives that start with "understand" or "know" — those verbs are unmeasurable and untestable, and every program built on them fails its Level 2 evaluation. That rule exists because measurable objectives are the load-bearing wall of instructional design: remove them and the entire assessment structure collapses. Catalyst also refuses to map content to a modality before completing a learner analysis — sequencing before diagnosing is the fastest path to a training no one finishes.
