This skill installs a complete health monitoring system: heartbeat liveness checks, session status summaries, cron job health, memory drift detection, and Telegram alerts.

V2 adds Ollama routing — route health analysis through a local LLM instead of burning cloud tokens on every check. At 10-min intervals that is 144 checks/day. With Ollama: ~93% token reduction, same signal quality. Cloud LLM only activates on CRITICAL verdicts.
